It is difficult to assess the safety of post-consumer recycled plastic (PCR) in contact with cosmetic products due to the enormous amounts of substances that can migrate from the plastic packaging into the cosmetic product. In this report, we provide the technical basis for developing criteria for two lists of hotspot substances, one for leave-on products and one for rinse-off products. We propose that this can be used as an element of the quality documentation for supply chain communication.
