What is REACH?

Manufacturers and importers are obliged to register chemical substances produced or imported in quantities exceeding 1 tonne per year with the EU Chemicals Agency (ECHA).

REACH stands for “Registration, Evaluation, Authorisation and Restriction of Chemicals” and is the EU’s basic chemicals legislation. The REACH regulation was adopted with the aim of improving the protection of human health and the environment from the risks that chemicals may pose, while improving the competitiveness of the European chemicals industry. REACH also promotes alternative methods for the hazard assessment of certain substances with a view to reducing the number of animal tests.

REACH is a very complex European legislation. The REACH regulation brings together more than 40 previous EU directives under one roof. Via the candidate, restriction and authorisation lists, problematic substances are identified for restricted use and phasing out in the EU.

REACH registers all chemical substances that are on the market in quantities above 1 tonne. Companies that produce or import chemical substances in quantities above 10 tonnes must also assess the hazards of the substances and the risks of using them. Substances in articles are also covered by REACH.

REACH is governed by the principle of “one substance – one registration”. This means that there cannot be more than one REACH registration for each substance. Companies must cooperate. If the substance is already registered, access to data must be purchased with a LoA (Letter of Access).

Please note that 31 May 2018 was the deadline for registration of substances in quantities in the range of 1-100 tonnes per year if you have pre-registered.

For new imports or production of substances (over 1 tonne/year), the substances must be registered before they can be imported, used and/or sold.
