Whether you are a manufacturer, importer or reseller of cosmetic products, you must comply with cosmetics legislation. The Cosmetics Regulation is in place to protect human health.
The regulation aims to simplify procedures and standardize terminology.

What is a CPNP registration?

En CPNP Notification is carried out via the European Commission portal.
The CPNP notification is carried out in conformity with the current Cosmetics Regulation.
CPNP registration is a mandatory online registration of cosmetic products under Regulation (EC) No 1223/2009 on cosmetic products.

What is an INCI list?

En INCI-list is a list of ingredients for a cosmetic product. INCI is the common naming system for cosmetic ingredients (International Nomenclature of Ccosmetic Iingredients).

When is a product a cosmetic?

According to the Cosmetics Regulation, cosmetics are considered to be:

Any substance or mixture intended to come into contact with parts of the surface of the human body (skin, scalp or other hair growth, nails, lips and external genitalia) or with the teeth and mucous membranes of the mouth, solely or mainly with a view to cleaning and perfuming them, changing their appearance, protecting them, keeping them in good condition or correcting body odour.

Overall, the Cosmetics Regulation contains rules for all cosmetic products available on the market. The purpose is to ensure a well-functioning internal European market and, not least, to protect human health.

There are many interfaces where it is not necessarily clear whether the product falls under the Cosmetics Regulation. Much depends on the function. You need to be very careful about how you market your products, as cosmetic products can be dietary supplements, medical devices, a biocidal product or a medicinal product.

To get a product on the market, it is important that you know the legislation.
You must have one safety assessment and your product must be CPNP notified – and you must have control over your label/tag.
